Purpose of this program:

To increase the number of junior faculty at accredited schools of allopathic and osteopathic medicine and to promote the development of their careers as academic geriatricians. Awards provide financial incentives for junior faculty to pursue academic careers in geriatrics.

Possible uses and use restrictions...

As provided by Section 753(c)(5) of the authorizing legislation, an individual receiving an award under this subsection shall provide training in clinical geriatrics, including the training of interdisciplinary teams of health care professionals. The provision of such training shall constitute at least 75 percent of the obligations for individuals under this award.

Who is eligible to apply...

An individual must be: (1) Board certified or Board eligible in internal medicine, family practice, or psychiatry; (2) have completed an approved fellowship program in geriatrics; and (3) have a junior faculty appointment at an accredited school of medicine or osteopathic medicine.

U.S. Citizen, non-citizen national or foreign national possessing a visa permitting permanent residence in the United States. Career development plan; board certified or board eligible in internal medicine, family medicine or psychiatry; and completion of approved fellowship in geriatrics.

About this section:

This section indicates who can apply to the Federal government for assistance and the criteria the potential applicant must satisfy. For example, individuals may be eligible for research grants, and the criteria to be satisfied may be that they have a professional or scientific degree, 3 years of research experience, and be a citizen of the United States. Universities, medical schools, hospitals, or State and local governments may also be eligible. Where State governments are eligible, the type of State agency will be indicated (State welfare agency or State agency on aging) and the criteria that they must satisfy.

Award Procedure:

Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Note: Grant payments may be made by a letter of credit, advance by Treasury check, or reimbursement by Treasury check. Awards may be made by the headquarters office directly to the applicant, an agency field office, a regional office, or by an authorized county office. The assistance may pass through the initial applicant for further distribution by intermediate level applicants to groups or individuals in the private sector.

Recipients of the Geriatric Academic Career Awards have chosen a wide range of topics in geriatric care to devote to their teaching including, for example: overall geriatric assessment; geriatric rehabilitation; interdisciplinary care for the chronically ill and the development of chronic disease state "glide paths"; effective clinical teaching of palliative care for the elderly; geropharmacy and nutrition; acute care of the elderly; culturally competent care of the elderly; infection control interventions in long-term care; development of reviews on organ system normative aging; special issues in the delivery of rural health care by family practitioners and in the design and implementation of community-based programs that allow the frail elderly to remain in their homes.

In fiscal year 2001, 14 continuations awards were issued. In fiscal year 2002, it is estimated that 20 new awards will be made. In fiscal year 2003 no awards are anticipated.

Criteria for selecting proposals...

Rating of the Geriatric Academic Career Award applications will be based on the following review criteria: (1) Potential of the applicant to develop excellence in academic, clinical and (where appropriate) research activities (25 percent); (2) potential of the applicant to become an outstanding teacher, resource person and leader in educational, clinical and (where appropriate) research programs related to the mission of the Geriatric Academic Career Award Program (20 percent); (3) degree to which the application demonstrates that the program requirements will be met (15 percent); (4) Quality of the proposed career development plan to enhance pedagogical and leadership skills (20 percent); and (5) demonstrated commitment of the institution to provide a supportive environment that will promote the development of the applicant as a successful academic geriatrician (20 percent).

A formula may be based on population, per capita income, and other statistical factors. Applicants are informed whether there are any matching requirements to be met when participating in the cost of a project. In general, the matching share represents that portion of the project costs not borne by the Federal government. Attachment F of OMB Circular No. A-102 (Office of Management and Budget) sets forth the criteria and procedures for the evaluation of matching share requirements which may be cash or in-kind contributions made by State and local governments or other agencies, institutions, private organizations, or individuals to satisfy matching requirements of Federal grants or loans.

Cash contributions represent the grantees' cash outlay, including the outlay of money contributed to the grantee by other public agencies, institutions, private organizations, or individuals. When authorized by Federal regulation, Federal funds received from other grants may be considered as the grantees' cash contribution.

In-kind contributions represent the value of noncash contributions provided by the grantee, other public agencies and institutions, private organizations or individuals. In-kind contributions may consist of charges for real property and equipment, and value of goods and services directly benefiting and specifically identifiable to the grant program. When authorized by Federal legislation, property purchased with Federal funds may be considered as grantees' in-kind contribution.

Maintenance of effort (MOE) is a requirement contained in certain legislation, regulations, or administrative policies stating that a grantee must maintain a specified level of financial effort in a specific area in order to receive Federal grant funds, and that the Federal grant funds may be used only to supplement, not supplant, the level of grantee funds.
